Prohibits the Colorado Division of Labor director from accepting petitions from employee organizations to become exclusive representatives of state employees or from certifying such organizations as exclusive representatives.

Prohibits state government representatives from negotiating partnership agreements with employee organizations and terminates all existing partnership agreements formed under Executive Order D 028 07.

Prohibits employee organizations, state employees, and state government representatives from engaging in collective bargaining.

Extends the same prohibitions on collective bargaining to political subdivisions (counties, cities, school districts, fire districts, etc.) and terminates all existing labor contracts or agreements between employee organizations and political subdivisions.

Allows individual employees to maintain membership in employee organizations despite the prohibition on collective bargaining and union representation.
