Amends Colorado Revised Statutes 18-1-1001 to clarify when mandatory protection orders against defendants terminate based on sentence completion.

Defines "completion of sentence" for defendants sentenced to probation as discharge from probation.

Extends mandatory protection orders to remain in effect for incarcerated defendants until they are released from incarceration AND discharged from parole supervision.

Takes effect August 7, 2013, subject to referendum petition; if a referendum petition is filed, the act requires voter approval at the November 2014 general election to take effect.
