Prohibits release of video or still images from monitoring cameras under open records requests, except to the person depicted in the records

Excludes images of persons allegedly committing or attempting to commit a crime from the restriction

Requires written consent from the person in interest, their parent or guardian, or written authorization from a peace officer, district attorney, judge, or fire chief to release identifying information of victims, witnesses, bystanders, or other nonparticipants in alleged criminal activity

Defines "monitoring camera" to include digital video cameras, photo radar recorders, toll collection devices, automated vehicle identification systems, and similar devices capturing images at traffic, weather, office, transit, parking, sports, school, medical, recreational, and utility facilities

Declares the act necessary for immediate preservation of public peace, health, and safety
