HB 13-1115 Summary

• Repeals the CoverColorado high-risk health insurance pool program effective March 31, 2015, as the federal Patient Protection and Affordable Care Act eliminates the need for state high-risk pools by providing coverage regardless of preexisting conditions.

• Terminates enrollment of new CoverColorado participants for coverage effective after December 1, 2013, and ends all health care coverage for existing participants effective April 1, 2014.

• Requires the CoverColorado board to develop an orderly cessation plan including payment of all timely-filed claims through the existing fee schedule and settlement of outstanding liabilities by December 31, 2014.

• Directs final disposition of remaining CoverColorado funds by March 31, 2015, with 25% transferred to the Colorado Health Benefit Exchange and remaining funds transferred to a Colorado nonprofit foundation for statewide health access and outcomes improvements.

• Stops funding transmission from the unclaimed property trust fund to CoverColorado effective May 1, 2013, and requires return of $15 million from CoverColorado to the unclaimed property trust fund by July 1, 2013.
