• Creates an Early Childhood Leadership Commission within the Department of Human Services to coordinate maternal health, child health, and early childhood programs across four system sectors (early learning, child health, child mental health, family support and parent education)

• Transfers the Colorado Nurse Home Visitor Program from the Department of Public Health and Environment to the Department of Human Services and establishes administrative procedures under the state board of health

• Reorganizes multiple early childhood programs (Tony Grampsas Youth Services Program, youth mentoring services, student dropout prevention) by relocating them from Title 25 to Title 26 of the Colorado Revised Statutes and consolidating them under Department of Human Services administration

• Transfers the Colorado Children's Trust Fund Board from the Department of Public Health and Environment to the Department of Human Services with a Type 2 transfer

• Makes appropriations to the Department of Human Services and other departments to support early childhood program administration and service delivery
