Allows the Colorado Department of Revenue to print the word "VETERAN" on driver's licenses and identification cards upon presentation of a DD214 form or other acceptable documentation proving military service.

Exempts holders of documents bearing the "VETERAN" designation from providing documentation of veteran status when renewing or reissuing their driver's license or identification card.

Prohibits the Department of Revenue from issuing documents with the "VETERAN" designation if the applicant received a dishonorable discharge.

Establishes that a driver's license or identification card identifying the holder as a veteran constitutes sufficient documentation for any state or local veteran benefits or preferences.

Appropriates $72,800 for fiscal year 2013-2014 to the Department of Revenue for implementation costs, with applicability beginning January 1, 2014.
