Allows the Division of Unemployment Insurance to offer veterans and other job seekers the opportunity to waive confidentiality of their personal work information obtained during unemployment benefit claims.

Permits the Division to share waived information including name, address, telephone number, and email address with bona fide employers seeking employees.

Applies notwithstanding existing confidentiality requirements in Colorado Revised Statutes Section 8-72-107(1).

Addresses Colorado's need to help approximately 49,000 unemployed veterans find employment opportunities while allowing individuals to control their privacy through voluntary waivers.

Takes effect August 7, 2013, unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
