Requires a licensed veterinarian to conduct an inspection and provide written determination that impoundment is necessary to preserve the animal's life before peace officers can impound livestock for suspected animal cruelty violations.

Establishes that probable cause for livestock impoundment exists only upon a veterinarian's written determination, distinguishing livestock from other animals which peace officers may impound based on their own probable cause assessment.

Permits euthanization of impounded livestock without a court order if a licensed veterinarian determines the animal is near death or if the owner consents.

Takes effect 90 days after final adjournment of the general assembly (August 7, 2013) or, if subject to a referendum petition, upon approval by voters at the November 2014 general election.

Applies to livestock impoundments occurring on or after the effective date of the act.
