HB13-1128 Summary

• Allows county commissioners to exclude any or all parts of their county from the enhanced motor vehicle emissions program area by passing a resolution.

• Excludes parts are eligible only if they do not violate national ambient air quality standards for carbon monoxide or ozone as established by the Environmental Protection Agency.

• Amends Colorado Revised Statutes § 42-4-304 to add this exclusion provision to the automobile inspection and readjustment program definitions.

• Takes effect 90 days after the general assembly adjourns (August 7, 2013), unless a referendum petition is filed, in which case it requires voter approval at the November 2014 general election.
