Allows school districts to choose between state inspectors or local electrical and plumbing inspectors for school building inspections, eliminating the previous requirement for state inspectors only.

Requires school districts to notify the state board by October 1 of the preceding year whether they will use state or local inspectors for the subsequent fiscal year.

Permits school districts to designate local inspectors for all schools in the district unless a specific school building is located in a jurisdiction without local inspection authority, in which case state inspectors perform that inspection.

Requires local jurisdictions that cease performing plumbing inspections to provide advance notice by October 1 and reimburse the state for any plumbing inspections the state must perform if notice is not given.

Mandates that both state and local electrical and plumbing inspectors follow the standards specified in Colorado's state electrical and plumbing codes.
