• Expands HOA Information Officer duties to compile and maintain a database of registered associations including name, address, email, website, and phone number.

• Requires HOA Information Officer to coordinate educational materials on open meetings, executive sessions, board member removal, unit owner speaking rights, assessment payment obligations, and other relevant topics.

• Mandates Director of Division of Real Estate study comparable HOA ombudsman offices in Nevada, Virginia, and Florida by December 31, 2013, assessing complaint resolution, mediation, alternative dispute resolution, elections monitoring, and regulatory oversight functions.

• Requires all unit owners' associations to register annually with the Division of Real Estate and provide specific information including association name, management company contact details, physical address, and number of units; exempts associations with annual revenues of $5,000 or less or those unable to make assessments.

• Suspends an association's right to impose liens and pursue enforcement actions if registration lapses, but reinstates rights without penalty upon re-registration and preserves previously recorded liens.
