Expands county commissioners' authority to compel weed and brush removal from "tracts of land" within the county, removing the previous two-and-one-half acre size limitation on residential lots.

Exempts agricultural land currently in agricultural use from weed removal requirements, as defined in Colorado Revised Statutes Section 39-1-102 (1.6).

Prohibits counties from compelling weed removal on any lot or tract during the time a mortgage or deed of trust secured by that property is being foreclosed upon.

Maintains existing procedures for county cost recovery including a ten percent inspection fee, lien placement on the property, and provisions for administrative entry and seizure warrants through county or district courts.

Takes effect August 7, 2013, unless subject to referendum petition, in which case it requires voter approval at the November 2014 general election.
