• Removes outdated references and timelines from education statutes, including the June 1, 1996 deadline for state board adoption of assessments, while preserving the board's authority to adopt state assessments and performance levels.

• Eliminates references to obsolete boards and committees across multiple departments, including provisions in statutes related to mining, poison control services, and severance tax trust fund management.

• Changes technical language throughout statutes by replacing "shall" with "must" and removing references to advisory bodies that no longer function or are redundant.

• Takes effect August 7, 2013, subject to potential referendum petition during the 90-day period following final adjournment of the general assembly.
