HB13-1147 Summary

• State institutions of higher education with electronic course registration systems must provide students the option to be electronically directed to the Secretary of State's official website to register to vote.

• The voter registration option shall be provided to students either during or immediately following the electronic registration period for each term or semester.

• Institutions must implement the electronic voter registration option as soon as practicable, but not later than the next regularly scheduled maintenance to their electronic course registration system.

• State institutions without electronic course registration processes must provide students with voter registration information, including prominently posting such information in a clearly visible area of the institution's registrar's office.

• The act took effect August 7, 2013, unless a referendum petition was filed, in which case voter approval at the November 2014 general election was required.
