Creates a one-day state sales and use tax exemption on August 26, 2013, and the last Monday of August for the following four years for textbooks sold by campus bookstores.

Exemption applies to new, used, and electronic textbooks that are required or recommended for courses at Colorado institutions of higher education.

Defines "campus book store" as a bookstore located on campus, owned and operated by the institution, or operating under contract with the institution.

Permits statutory towns, cities, and counties to create an identical local sales tax holiday for textbooks on the same dates.

Local textbook exemptions under this provision expire January 1, 2018.
