Repeals temporary general fund per diem reductions for nursing facilities that expired June 30, 2012, and establishes a permanent 1.5 percent reduction effective July 1, 2013, and each fiscal year thereafter.

The state department of health care policy and financing may, but is not required to, increase supplemental Medicaid payments to offset the reduction, provided provider fees do not exceed limits specified in section 25.5-6-203.

Reduces appropriations to the department of health care policy and financing for medical service premiums by $4,867,854 in general funds and $4,867,854 in federal funds for fiscal year beginning July 1, 2013.

Declares the act necessary for immediate preservation of public peace, health, and safety.
