Changes the deadline for submitting a federal modification request from October 1, 2012 to December 10, 2012, relating to a 1985 Social Security Act agreement between Colorado and the U.S. Department of Health and Human Services.

Revises the condition that the division and governor must receive approval (rather than submit an application) from the federal secretary for modifications under Section F3 of the revised agreement dated October 1, 1985, and pursuant to Section 4006A of the related State Operations Manual.

Authorizes the Division of Fire Prevention and Control in the Department of Public Safety to fulfill duties associated with assessing compliance with federal fire safety code requirements for health facilities and conducting construction plans and inspections for residential Medicaid provider types.

Amends the effective date provision in Session Laws of Colorado 2012 to require written notification to the revisor of statutes by June 30, 2013 that federal approval has been granted for the modification.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
