Prohibits law enforcement officers from exploring the contents of a cell phone or electronic device beyond examining the insurance policy or certificate of self-insurance.

Grants law enforcement officers and their agencies immunity from civil damages if they unintentionally drop or damage a cell phone or electronic device while examining insurance proof.

Permits insurance companies to provide identification cards in electronic format, including display on cellular phones or portable electronic devices.

Effective date set for August 7, 2013, or following voter approval at the November 2014 general election if a referendum petition is filed against the act.
