Exempts vehicles weighing at least 10,000 pounds declared empty vehicle weight from the $2 daily vehicle rental fee imposed on vehicles rented in Colorado.

Subjects exempt vehicles to road safety and bridge safety surcharges at the time of vehicle registration instead of the rental fee.

Applies only to vehicles rented during registration periods beginning on or after the effective date of the amendment.

Requires rental invoices to list the daily vehicle rental fee separately as a "Colorado road safety program fee."

Takes effect July 1, 2013.
