Defines "medical-reporting victim" as a sexual assault victim who seeks medical treatment but elects not to participate in the criminal justice system at the time of receiving services.

Creates the Sexual Assault Victim Emergency Payment Program in the Division of Criminal Justice to assist medical-reporting victims with medical expenses not covered under other programs.

Requires law enforcement agencies with jurisdiction over sexual assault cases to pay for all direct costs associated with forensic evidence collection from victims.

Program covers medical fees and costs associated with forensic examinations including emergency department fees, laboratory fees, prescription medications, and physician's fees, with a minimum per-victim cap of $1,000 and a maximum determined by available funds.

Appropriates $167,067 and 0.2 FTE to the Department of Public Safety for the sexual assault victim emergency payment program for fiscal year beginning July 1, 2013.
