HB 13-1169 Summary

• Allows holders of valid Colorado concealed handgun permits issued or renewed after January 1, 2014 to bypass federal and state background check requirements when transferring firearms, provided they present the permit and a valid government-issued identification.

• Exempts permit holders from background checks at gun shows and from licensed dealer instant criminal background check requirements under 18 U.S.C. Section 922(t).

• Requires Colorado Bureau of Investigation to establish by October 1, 2013 a uniform template for concealed handgun permits that is tamper-resistant and contains standardized information.

• Mandates all sheriffs issue and renew permits conforming to the state template beginning January 1, 2014, and requires confiscation of non-conforming permits when renewed.

• Adds citizenship attestation requirements to concealed handgun permit applications, requiring U.S. citizens or legal aliens to submit written documentation including country of citizenship, place of birth, and valid alien registration numbers.
