Reduces general fund appropriations to the judicial branch, executive departments, governor's office, and higher education institutions by 50% of each legislative liaison or lobbyist's salary based on 2012-13 fiscal year salaries, effective fiscal year 2013-14 and thereafter

Requires the state treasurer to deduct the total reduction amount from the general fund on January 1, 2014, and transfer it to the senior services account within the Older Coloradans Cash Fund

Mandates the state treasurer to continue deducting and transferring equivalent amounts annually beginning January 1, 2015, based on amounts transferred to the State Education Fund from the previous year's general fund appropriations reduction

Modifies the Older Coloradans program statute to include funds transferred under this bill in the senior services account available for distribution to area agencies on aging

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety
