Redirects tobacco litigation settlement moneys originally designated for the Nurse Home Visitor Program that were scheduled to transfer to the General Fund, allocating them instead to the Nurse Home Visitor Program and the Tobacco Settlement Defense Account.

Establishes that the Tobacco Settlement Defense Account consists of all tobacco litigation settlement moneys received by the Attorney General, including those transferred as required by statute, to be used by the Department of Law for defending the state in tobacco-related lawsuits and claims.

Modifies settlement money allocations to the Colorado Nurse Home Visitor Program for fiscal years 2011-12 through 2016-17 and beyond, with specified percentages ranging from 14% to 19% of total settlement moneys received, with certain years directing differences to the Tobacco Settlement Defense Account.

Reduces general fund appropriations to the Department of Law by $29,556 for administration, $153,795 for consumer protection and antitrust, and $1,250,000 for tobacco litigation in fiscal year 2013-14.

Appropriates $1,433,351 from the Tobacco Settlement Defense Account and $803,330 from the Nurse Home Visitor Program Fund to support implementation of the bill for fiscal year 2013-14.
