• Mandates the committee create a plan for implementing the Uniform Electronic Legal Material Act for legislative electronic records, including authentication systems and funding options.

• Requires the committee to submit a report to the Committee on Legal Services and Joint Budget Committee by November 1, 2013 that includes both digitization and electronic records plans.
