Creates the supplier database cash fund to receive registration fees from businesses included in the supplier database, with the General Assembly making appropriations as needed to implement the program.

Directs that all unexpended moneys and interest earned on fund investments remain in the fund and do not revert to the general fund at the end of any fiscal year.

Establishes an electronic procurement program account within the supplier database cash fund to collect fees from vendors with cooperative purchasing agreements and local public procurement units participating in the statewide electronic procurement system.

Transfers any unexpended moneys remaining in the electronic procurement program account on June 30, 2013, to the supplier database cash fund.

Beginning July 1, 2013, directs all revenue from electronic procurement system fees and moneys from cooperative purchasing organizations to be credited directly to the supplier database cash fund rather than a separate account.
