Eliminates the staggered payment schedule for energy-related assistance transfers from the Severance Tax Trust Fund's operational account for the 2012-13 fiscal year.

Requires the state treasurer to distribute proportional reductions equally across all funds receiving transfers, ensuring all funds absorb the same proportional reduction by the end of the fiscal year.

Mandates that appropriate amounts be transferred to the Colorado Energy Office low-income energy assistance fund, the Department of Human Services low-income energy assistance fund, and the Energy Outreach Colorado low-income energy assistance fund no later than April 1, 2013.

Repeals the payment schedule provisions effective July 1, 2013.

Declares the act necessary for immediate preservation of public peace, health, and safety.
