Requires local governments to submit economic analyses of federal land decisions to the Colorado Office of Economic Development, including impacts on state and local revenue, jobs, and vital industries like agriculture, tourism, and mining.

Mandates the Office of Economic Development consolidate all local government findings into a single report with a recommendation for submission to the Governor's office as the state's official response under federal environmental and land management laws.

Applies to federal decisions under the Endangered Species Act, Federal Land Policy and Management Act, National Forest Management Act, National Environmental Policy Act, and Council on Environmental Quality regulations.

Requires economic analyses to include five-year impact projections where possible and to identify restrictions on grazing permits, ski areas, drilling permits, mining permits, and other federal land use decisions affecting Colorado communities.

Takes effect August 7, 2013, unless subject to a referendum petition, in which case it requires voter approval at the November 2014 general election.
