Creates the Nutrients Grant Fund in the state treasury with continuously appropriated moneys to award grants to local governments for planning, design, construction, or improvement of domestic wastewater treatment works needed to comply with the Water Quality Control Commission's Nutrients Management Control Regulation

Division may retain up to $100,000 per fiscal year from the fund to cover administrative costs of managing grants and projects

Water Quality Control Commission must promulgate rules defining grant eligibility and awarding criteria, with priority given to applicants with the lowest financial ability to pay for necessary construction or improvements

Appropriates $15,000,000 from the general fund for fiscal year beginning July 1, 2013, for allocation to the nutrients grant fund

The nutrients grant fund provision is repealed effective September 1, 2016
