Dependents of armed forces members are eligible for in-state tuition classification when the member moves to Colorado on a permanent change-of-station basis, regardless of residency length.

In-state tuition eligibility is retained if the member is transferred outside Colorado, retires, or separates from the military.

"Dependent" is defined as a spouse at the time of the member's Colorado station and children under 22 years old born to or legally adopted by the member, who must enroll within ten years after the member's Colorado station.

Appropriates $22,621 for fiscal year 2013 to the Department of Higher Education: $3,421 for need-based grants and $19,200 for college opportunity fund stipends.

The bill includes a safety clause declaring it necessary for immediate preservation of public peace, health, and safety.
