Adds section 25.5-5-417 to Colorado Revised Statutes requiring the state Department of Health Care Policy and Financing to submit annual reports to the General Assembly on waste reduction and duplication prevention efforts within the Accountable Care Collaborative program.

Requires annual reports to include specific efforts (including technology-based solutions) to identify and implement best practices for cost containment and reducing avoidable, duplicative, variable, and inappropriate use of health care resources, along with outcomes and cost savings.

Mandates reporting on any statutes, policies, or procedures that prevent Regional Care Collaborative Organizations (RCCOs) from realizing efficiencies and reducing waste in the Medicaid system.

Requires the state department to identify in its report the counties served by each RCCO and describe efforts to ensure care providers are aware of and participate in waste reduction.

Section is automatically repealed effective July 15, 2018; bill takes effect August 7, 2013 unless subject to successful referendum petition requiring voter approval in November 2014.
