Clarifies existing statute governing provider fees paid by nursing facilities in Colorado Revised Statutes section 25.5-6-203, with no intended change to the statute's intent or implementation by the Department of Health Care Policy and Financing.

Expands the exemption for continuing care retirement communities to include facilities that provide assisted living services on-site 24 hours per day, seven days per week, in addition to independent living services or assisted living residence services on a single contiguous campus.

Changes nursing facility provider reporting requirement from monthly to annually for total number of days of care provided to nonmedicare residents.

Requires the state department to establish a monthly schedule to assess and collect provider fees, with supplemental Medicaid payments due to nursing facilities no more than 15 days after fee payment is received.

Designated as emergency legislation necessary for immediate preservation of public peace, health, and safety.
