Requires major political parties to pay their proportionate share of primary election expenses when no contested races appear on their party's primary ballot but they choose to proceed with holding the election

Changes existing law that required all primary election expenses to be paid from county or state treasury in the same manner as general elections

Allows election officials to cancel primary elections when no more than one candidate exists for any office, declaring the candidate as the party nominee

Takes effect August 7, 2013, or upon voter approval if a referendum petition is filed, and applies to primary elections held on or after the effective date

Amends Colorado Revised Statutes sections 1-4-101 and 1-4-104.5 to establish the party expense requirement
