Requires cooperative electric associations and municipally owned utilities to derive at least 0.5% of retail electricity sales from distributed generation for 2016-2019, and at least 1% from 2020 forward.

Mandates that cooperative electric associations and municipally owned utilities establish standard rebate offers of $2 per watt (or lower once distributed generation thresholds are met) for customer-installed wind and solar generation up to 75 kilowatts maximum.

Increases net metering capacity limits for cooperative electric associations from 10 kilowatts to 25 kilowatts for residential customers and from 25 kilowatts to 75 kilowatts for commercial or industrial customers.

Increases net metering capacity limits for municipally owned utilities from 10 kilowatts to 25 kilowatts for residential customers and from 25 kilowatts to 75 kilowatts for commercial or industrial customers.

Repeals prior exemptions that prevented cooperative electric associations and municipally owned utilities from being subject to renewable energy rebate offer requirements.
