House Bill 13-1219: K-12 Education Statutory Changes

• Establishes an educator identifier system assigning unique non-personally identifying numbers to educators, with personal information secured separately for data alignment purposes.

• Requires annual reports on effectiveness of educator preparation programs, analyzing correlations between different program types and student academic growth, educator placement, retention, and performance ratings.

• Implements new statewide assessment schedule beginning 2014-2015 school year covering English Language Arts (grades 3-11), Mathematics (grades 3-8 and high school), Science (K-12), and Social Studies (K-12).

• Modifies concurrent enrollment (ASCENT) program by restricting participant designations to number of students approved by General Assembly and eliminating previous state board determination process.

• Updates charter school grant management provisions, allowing state charter school institute to act as fiscal manager for grant purposes and clarifying grant eligibility procedures for district and institute charter schools.
