• Prohibits the sale, transfer, and possession of large-capacity magazines in Colorado effective July 1, 2013, with violations constituting a Class 2 misdemeanor.

• Defines large-capacity magazines as devices holding more than 15 rounds of ammunition, more than 28 inches of shotgun shells in a tubular magazine, or more than 8 shotgun shells in a detachable non-tubular magazine.

• Allows persons who owned large-capacity magazines before the effective date to retain them if they maintain continuous possession; prosecution bears burden of proof to refute this affirmative defense.

• Exempts manufacturers, licensed gun dealers, law enforcement, military, and government agencies when selling or possessing magazines for official purposes or out-of-state transfer.

• Requires large-capacity magazines manufactured in Colorado after the effective date to bear permanent identification markings; violation is a Class 2 misdemeanor.
