• Allows persons assigned to the Warrior Transition Battalion to obtain Colorado fishing licenses free of charge from the Division of Parks and Wildlife.

• Amends Colorado Revised Statutes 33-4-104 by adding a new subsection (5) to existing provisions regarding free licenses for armed forces members and veterans.

• Takes effect August 7, 2013 (90 days after final adjournment of the general assembly), subject to referendum petition provisions.

• If a referendum petition is filed within the 90-day period, the act does not take effect unless approved by voters at the November 2014 general election.
