• Creates a statewide Colorado Youth Development Plan to identify key issues affecting youth ages 9-21 and align strategic efforts to achieve positive outcomes.

• Plan must identify initiatives, service gaps, funding needs, successful strategies, and create a shared vision for a youth development network; baseline measurements required using data from multiple state departments.

• State Department of Human Services, in collaboration with the Tony Grampsas Youth Services Board, must complete the plan by September 30, 2014, and update biennially thereafter.

• Department must report progress annually starting January 2015 as part of the SMART Government Act hearing; department bears all development costs and is not required to implement until adequate funding is secured.

• Appropriates $133,284 and 1.0 FTE to the Department of Human Services for interagency prevention programs coordination related to plan implementation.
