Establishes statutory framework for a statewide automated victim information and notification system that allows crime victims and concerned citizens to access information about criminal cases and offender custody status 24 hours a day via telephone, internet, or email.

System is available for voluntary participation by any county and includes the Division of Youth Corrections.

Appropriates $434,720 from the general fund to the Department of Public Safety, Division of Criminal Justice, Victims Assistance for fiscal year beginning July 1, 2013 to fund ongoing operation of the system.

Adjusts appropriations to the Department of Human Services, Division of Youth Corrections by decreasing general fund appropriation by $10,000 and increasing reappropriated funds by $10,000 from the Department of Public Safety allocation.

Declares the act necessary for immediate preservation of public peace, health, and safety.
