Courts must enumerate specific factual findings supporting any parenting time restriction imposed or continued in a parenting time order, in addition to finding that parenting time would endanger the child's physical health or significantly impair emotional development.

Amends Colorado Revised Statutes 14-10-124 (best interests of child) and 14-10-129 (modification of parenting time) to require detailed factual bases for parenting time restrictions.

The requirement applies to all orders imposing or continuing parenting time restrictions, affecting both initial determinations and modifications of parenting time.

Takes effect August 7, 2013, unless a referendum petition is filed, in which case it becomes effective upon voter approval at the November 2014 general election.
