HB 13-1255 Summary

• Exempts internet protocol-enabled services (IP-enabled services) and voice-over-internet protocol (VoIP) services from Public Utilities Commission regulation.

• Defines "IP-enabled service" as any service using internet protocol technology that enables users to send or receive voice, data, or video communications over a broadband connection.

• Defines "VoIP service" as real-time, two-way voice communications using internet protocol over broadband that can receive calls from and terminate calls to the public switched telephone network.

• Preserves PUC authority over wholesale telecommunications rates and agreements, basic emergency service (911) obligations, and federal intercarrier compensation disputes.

• Classifies any undefined telecommunications service or product not already regulated as a deregulated telecommunications service.
