Amends Colorado Revised Statutes 12-9-102 to remove the limit of thirty-five bingo or lotto games that may be conducted during a single occasion or gathering.

Redefines "occasion" as a single gathering or session at which a series of successive bingo or lotto games is played, eliminating the previous numerical restriction.

Became effective 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the general assembly (August 7, 2013, if adjournment sine die occurred on May 8, 2013).

Subject to potential referendum petition under Colorado Constitution Article V, Section 1(3), which could have required voter approval at the November 2014 general election.
