State board of health must issue a request for proposals to conduct a review of existing epidemiological data on oil and gas operations' effects on human health in Larimer, Weld, Boulder, and Arapahoe counties plus control areas, with final report due March 15, 2014.

Review must analyze health impacts including acute, chronic, debilitating, fatal, and transgenerational conditions across general and vulnerable populations (children, pregnant women, elderly), examining data before and after oil and gas operations commenced.

An 11-member oversight committee appointed by legislative leadership and the governor must receive interim reports and determine whether a follow-up study collecting new epidemiological data is warranted.

Report may include findings recommending whether the Division of Administration or Colorado Oil and Gas Conservation Commission should issue cease-and-desist orders against specific oil and gas facilities for air or water pollution emissions.

Funding for the review authorized from the oil and gas conservation and environmental response fund; all new provisions expire September 1, 2014.
