Establishes licensing requirements for community association managers in Colorado, effective July 1, 2015, under Part 10 of Article 61 of Title 12.

Requires community association managers to obtain and maintain a valid license from the Division of Real Estate, with applicants needing fingerprint-based criminal history checks, professional credentials (CMCA, AMS, or PCAM designation), and passage of a competency examination.

Makes management contracts void and unenforceable when a manager's license is expired, suspended, or revoked; requires associations to disclose manager license numbers to unit owners.

Authorizes the Director of the Division of Real Estate to investigate complaints, impose fines up to $2,500 per offense, and suspend or revoke licenses for violations including misrepresentation, fund mishandling, CCIOA violations, and criminal convictions.

Creates a Community Association Manager Licensing Cash Fund to support administration, with licensing set to sunset on July 1, 2018, subject to legislative review under the Sunset Review Act.
