• Requires reporting of spills of one barrel or more of oil or exploration and production waste outside berms or secondary containment within 24 hours to the Commission and local emergency response entities.

• Mandates spill reports include available information about the type of waste involved in the spill.

• Authorizes the Commission to promulgate rules to implement the oil spill reporting requirements.

• Appropriates $10,417 from the oil and gas conservation and environmental response fund to the Department of Natural Resources for the Oil and Gas Conservation Commission to cover program implementation costs for fiscal year 2013-2014.

• Takes effect August 7, 2013, unless a referendum petition is filed, in which case the measure requires voter approval at the November 2014 general election to take effect.
