Allows the Department of Health Care Policy and Financing to carry over unexpended and unencumbered appropriations for the Medicaid Management Information System from one fiscal year to the next without requiring additional appropriation, effective for fiscal years beginning July 1, 2013 and later.

Requires the State Department to notify the State Controller by June 30 each year of the amount of appropriation it needs to carry over to the next fiscal year, with expenditures limited to the notified amount.

Mandates the State Department report to the Joint Budget Committee by January 2 each year on the amount of prior-year appropriation remaining available and the intended use of those funds.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
