Amends Colorado Revised Statutes 24-33.5-706 to clarify that the Disaster Emergency Fund consists of appropriated moneys, transferred moneys, and reimbursements for expenditures.

Establishes legislative intent that first recourse for disaster funding be regular appropriations to state and local agencies, with the Disaster Emergency Fund used only if demands are unreasonably great.

Authorizes the Governor, with council concurrence, to transfer moneys appropriated for other purposes to the Disaster Emergency Fund if available funds are insufficient.

Allows the Governor to transfer moneys back to the original funds as repayment when the Disaster Emergency Fund receives reimbursements for disaster expenditures that were previously covered by transferred moneys.

Declares the act necessary for immediate preservation of public peace, health, and safety.
