Amends Colorado Revised Statutes 4-9-503 to allow financing statements for individuals to use either an unexpired driver's license or an unexpired state identification card issued under Part 3 of Article 2 of Title 42, C.R.S. as proof of debtor identity.

Repeals Colorado Revised Statutes 4-9-518 subsections (a)(2), (a)(3), and (f) regarding claims of inaccurate or wrongfully filed records, information statements, and the ineffectiveness of information statements as amendments to financing statements.

Effective date is July 1, 2013, and applies to conduct occurring on or after that date.

General Assembly declares the act necessary for immediate preservation of public peace, health, and safety.
