Establishes legislative intent that only county/local motor vehicle offices and Department of Revenue agencies may register motor vehicles in Colorado.

Authorizes the Department of Revenue to establish a system for electronic transmission of motor vehicle registration, lien, and titling information, with discretion to adopt implementing rules.

Requires financial institutions with fewer than 50 transactions per year to be exempt from electronic filing requirements for lien and title documents.

Permits the Department to accept gifts, grants, or donations from public or private sources for system implementation, with restrictions on vendor contributions and requirements to track funds separately.

Treats electronically recorded mortgages or liens as physically held by the mortgagee or lien holder for legal purposes, and allows certificates of title to be withheld until all liens are satisfied.
