Governor must create an executive branch position with "Climate Change" in its title to assess climate change issues in Colorado, with organizational placement at the governor's discretion.

The position holder may hold other titles or perform other functions within the executive branch to reduce costs.

Duties include developing and periodically updating a climate action plan with specific policy recommendations to address climate change and reduce greenhouse gas emissions, and collaborating with other entities on climate change preparedness studies.

Governor or designee must submit annual reports to specified House and Senate committees on climate change issues, the current climate action plan, and how climate change affects Colorado, including impacts on wildfires, bark beetles, snowpack, water storage, drought, and emissions.

The annual report requirement is exempt from automatic expiration provisions and must account for previous state action plans and governor executive orders.
