Senior Executive Service is limited to 125 positions, with the state personnel director establishing criteria for inclusion and reviewing each nominated position before placement.

Senior Executive Service employees have no right to any position outside of the senior executive service within the state.

Medical pay plan employees and senior executive service positions receive no anniversary-based merit increases; salaries are based on annual contract negotiations or policies set by the state personnel director and may increase, decrease, or remain unchanged year to year.

Employees dismissed for failure to perform under medical or senior executive service contracts may only appeal directly to the state personnel board.

The bill applies to senior executive service positions and those positions specified in Section 13(2)(a)(XI) of Article XII of the state constitution.
